Parks, Recreation and Cultural Services Master Plan

The City, working together with many individuals and community organizations developed the Parks, Recreation and Cultural Services Master Plan 2005-2015 to improve the quality of life for individuals, families and overall community in Richmond.            

The Parks, Recreation and Cultural Services Master Plan focuses on exploring organizational potential, engaging the community and creating a custom solution that is suitable for Richmond. It is a living document that:

  • guides both strategic and operational decision-making
  • makes sense to community partners, public agency partners, corporate partners and others
  • ensures that Richmond residents continue to enjoy top calibre programs and services that respond to changing needs
  • captures Richmond's uniqueness, vitality, and the other qualities that make it one of North America's most livable cities

The resulting framework is workable, dynamic and sustainable. It reflects Richmond as a community in transition, moving towards market leadership in the 21st century quality-of-life program and service delivery. 

The Master Plan also addresses the development of additional Service Plans in key service areas and how the City will work with others to ensure that the community plays a meaningful role in the planning for and delivery of services in Richmond.  These include:

PRCS Facilities Strategic Plan
On June 25, 2007, Council adopted a PRCS Evaluation Toolkit:  Facility Evaluation Framework to be included in the PRCS Master Plan. The Toolkit provides a process for staff, in collaboration with stakeholders, to rigorously and consistently examine and prioritize potential PRCS investments.

A PRCS Facilities Strategic Plan was also endorsed by Council in June 2007. This Plan provides a long-term strategy for new facility development, along with replacing, retrofitting and upgrading existing facilities. The plan:

  • determines the location for projects
  • "packages" amenities so that those with synergies might be developed together on the same or adjacent sites (co-location)
  • provides implementation phasing for all projects
  • identifies order-of-magnitude development costs
  • examines the potential for development and operating partnerships
